TVL isn't a perfect metric to predict on chain activity, but it does paint a solid picture for expected capital inflows. The only reason anyone is calling the chain dead here is because of how fast it grew initially... and it did so in so as a first mover in the heart of what felt like an otherwise dead market. Any high growth asset or sector experiences volatile pullbacks on the way up, which is why it's important to take a step back and look at the big picture. If Robinhood Chain could have that type of growth when Bitcoin and Ethereum were well off all time highs, imagine what it can do when we're back at those levels again. Still early.
